Universities in the state of Oregon appear to offer very active distance education programs. The Oregon University Distance Education page provides considerable info in this respect.
Seven universities are represented here:

A click on the “Degree Programs” link leads to another page with bachelor’s, master’s, certificate, and even a few doctoral programs.
Tuition-wise, I know that Oregon State University offers reasonable rates for out-of-state students. OSU also teaches online chemistry courses with labs.
